NJ property tax relief 2025: ANCHOR, Senior Freeze, Stay NJ
Updated September 23, 2026 · 5 min read · 13 sources cited
NJ property tax relief comes from three state programs claimed on one application, Form PAS-1. ANCHOR pays homeowners $1,000 or $1,500 and renters $450 or $700. Senior Freeze repays a senior’s tax increase over a base year. Stay NJ pays homeowners aged 65 and older up to $6,500 a year. The deadline for the 2025 benefit year is November 2, 2026.
The programs matter because New Jersey has the highest median effective property tax rate in the country, 2.23% of home value, with a median bill of $9,541 against a national median of $2,969 (Census ACS 2023 5-year).

NJ ANCHOR property tax relief program
ANCHOR, short for Affordable New Jersey Communities for Homeowners and Renters, pays a fixed amount set by the income on line 29 of your 2025 NJ-1040. Homeowners qualify up to $250,000 of income and renters up to $150,000. A vacation home, a property you rent to others, and a building of more than four units do not qualify.
The Division of Taxation filed on behalf of most eligible homeowners under 65, and most eligible renters of all ages, and mailed them an ANCHOR Benefit Confirmation Letter on August 10, 2026. If you did not receive that letter, file the application yourself by November 2, 2026. Payments start September 15 on a rolling basis, usually within 90 days of filing.
How the NJ senior freeze property tax reimbursement works
Senior Freeze does not stop your bill from rising. It reimburses the difference: property taxes billed for the current year minus property taxes billed for your base year. If the current bill is not higher than the base year amount, there is no payment. Prior recipients see their base year taxes preprinted on line 14 of Form PAS-1.
For the 2025 benefit you must have owned and lived in the home since December 31, 2022, and your combined income must be $168,268 or less for 2024 and $172,475 or less for 2025. Exceeding the limit once costs that year’s payment, but a one-time exemption lets you keep your base year when you qualify again.
| PAS-1 filed | Senior Freeze checks issued from |
|---|---|
| Before May 1, 2026 | July 15, 2026 |
| May 1 to June 1, 2026 | September 1, 2026 |
| June 2 to September 1, 2026 | November 2, 2026 |
| September 2 to October 31, 2026 | December 1, 2026 |
Stay NJ property tax relief for seniors
Stay NJ is for homeowners aged 65 or older during 2025 who owned and lived in the home for all 12 months of 2025, with income of $200,000 or less. Renters and mobile home owners are not eligible. The Treasury lists the maximum annualized benefit for the 2025 tax year, assuming no change in the Fiscal Year 2028 budget:
| Income | Maximum Stay NJ benefit |
|---|---|
| $0 to $100,000 | $6,500 |
| $100,000.01 to $150,000 | $5,000 |
| $150,000.01 to $200,000 | $4,000 |
| Over $200,000 | $0 |
Stay NJ is paid in quarterly installments; the 2025 benefit is scheduled for February and May of 2027. For the 2024 year, the budget signed June 30, 2026 split the third quarter payment into halves paid in August and November 2026, which lowers the total recipients receive for calendar year 2026.
NJ property tax relief for seniors: how the programs stack
A homeowner aged 65 or older can qualify for ANCHOR, Senior Freeze and Stay NJ in the same year, and all three are claimed on the one PAS-1. The Division does not file it automatically for homeowners 65 or older or those receiving disability benefits, so senior homeowners must file online through ID.me or on paper.
Each applicant receives a benefit statement showing the Senior Freeze, ANCHOR and Stay NJ amounts. The combined total, including the $250 deductions, is capped at the property taxes paid on the main home for that year.
Is there a homestead exemption in NJ?
No. New Jersey’s list of deductions, exemptions and abatements has no general homestead exemption that lowers assessed value, unlike Texas or Florida (see homestead exemption deadlines by state). The Division’s ANCHOR FAQ refers back to the previous Homestead Benefit program, and ANCHOR likewise pays a benefit rather than reducing the assessment.
NJ property tax deduction for seniors, disabled persons and veterans
These local benefits come off the bill itself. The $250 senior and disabled deduction requires one year of NJ residency before October 1 and an income under the state threshold; file Form PTD with your assessor or tax collector, then Form PD5 with the tax collector every year by March 1. The $250 veteran deduction requires active duty service with an honorable discharge; active duty for training does not count.
A veteran who was 100% permanently and totally disabled during active duty service, with a Veterans Affairs certification, can claim a full exemption on the main home. Surviving spouses may qualify for all three.
How to apply and check NJ property tax relief status
File Form PAS-1 online or on paper by November 2, 2026. Have your County/Municipality Code, Block/Lot/Qualifier and tax amounts from your property tax bill, plus gross income from your NJ-1040. ANCHOR paper filers are paid by check; online filers can choose direct deposit. Check the 2025 benefit at propertytaxreliefstatus.nj.gov. For the bill itself and appeal deadlines, see the New Jersey property tax page or how to appeal your assessment.

No. New Jersey's list of property tax deductions and exemptions has no general homestead exemption that lowers a home's assessed value. Homeowners get relief as payments instead, through ANCHOR, Senior Freeze and Stay NJ, plus a $250 annual deduction for eligible seniors, disabled persons and veterans, and a full exemption for 100% disabled veterans.
How do I check my NJ property tax relief status?
Use the Division of Taxation's online inquiry system at propertytaxreliefstatus.nj.gov for the 2025 benefit year; an older inquiry system covers previous years. ANCHOR payments start September 15 and most arrive within 90 days of filing. Senior Freeze checks follow a schedule set by your filing date, and each applicant also receives a statement listing every benefit amount.
